The Wilkinsburg School District is soliciting Statements of Qualifications from qualified curriculum providers for the adoption and implementation of a comprehensive English Language Arts (ELA) curriculum to be implemented in the 2026-2027 school year.
The District seeks a standards-aligned, high-quality instructional program grounded in the Science of Reading. The selected curriculum must provide systematic and explicit instruction in phonemic awareness, phonics, fluency, vocabulary, and language comprehension, while developing students’ depth of knowledge through rigorous and engaging content. Materials must reflect the diverse backgrounds and experiences of the District’s student population and support equitable access to grade-level learning.
The program must:
- Align to Pennsylvania Academic Standards
- Meet criteria for high-quality instructional materials (HQIM)
- Include comprehensive assessments and differentiated supports
- Provide structured implementation guidance
- Offer ongoing professional development and teacher support
Qualified vendors must submit a Statement of Qualifications that includes company background, evidence of research-based practices aligned to the Science of Reading, scope and sequence, professional development plan, implementation timeline, references, and cost proposal.

Submissions received after the deadline will not be considered.
The District will review qualifications with the Superintendent on Monday, March 23, 2026.
