Section 504

Some students may have a disability that affects their ability to fully participate in school but do not qualify for special education services under the Individuals with Disabilities Education Act (IDEA). 

These students may be eligible for support under Section 504 of the Rehabilitation Act of 1973, a federal civil rights law that protects individuals with disabilities from discrimination. 

If a student qualifies for Section 504, the school will develop a Section 504 Plan that outlines the accommodations or related services needed to provide equal access to educational programs and activities. These accommodations are provided at no cost to families.

To be eligible for a Section 504 Plan, a student must have a physical or mental impairment that substantially limits one or more major life activities, such as learning, concentrating, communicating, walking, or caring for oneself.

In Pennsylvania, students who qualify for Section 504 services are protected under Chapter 15 of the Pennsylvania School Code. Students who qualify for special education services receive supports under Chapter 14 and the Individuals with Disabilities Education Act (IDEA).
