Special Education
The special education process starts by identifying a student's learning strengths and needs. It then brings together a team of experts, including the parent/guardian, who know and understand how to best educate the student. Together, this team decides what your child will learn, how they will learn it, and what services and supports are necessary to help them succeed.
Special education programs and services are unique in the education system and can help your child make positive steps towards a successful adult life. Parental involvement is not only helpful - it's essential.
Federal and State Laws Protecting Your Child's Rights
The Individuals with Disabilities Education Act (IDEA) is a federal law that sets national standards for special education services. It also forms the basis for Pennsylvania's Chapter 14 of the Pennsylvania School Code. Key points of IDEA (2004) include:
- All eligible children have the right to a Free and Appropriate Public Education (FAPE) in the Least Restrictive Environment (LRE).
- Special education services must be tailored to meet the unique needs of each child and provided according to an Individualized Education Program (IEP).
- Services should prepare children for employment or independent living.
- The rights of children with disabilities and their parents are protected.
